BASIC FUNCTION:
Manage administrative support functions for the College of the Environment and Life Sciences (CELS) land grant awards, including budget monitoring, compliance, and forecasting, creating annual faculty award letters, and reporting.
Assist the Dean/Director, Associate Deans/Directors, and the Chief Business Officer with the administrative and operational functions of CELS’ Land Grant programs (University of Rhode Island Cooperative Extension and URI Agricultural Experiment Station) and other related research and outreach programs. Prepare and submit state and federal reports, both budgetary and programmatic.
Duties and Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Provide the Dean/Director, Associate Dean/Director, and Associate Director, Finance with financial administrative support; including but not limited to preparation of annual land grant budgets, analyzing financial data, and cost share reports.
Assist the Dean/Director, Associate Dean/Director, and Chief Business Officer in the management of federal budgets (Land grant capacity grants). Work with research team to submit annual award applications, set up individual programmatic and faculty budgets for Extension programs, Agriculture Experiment Station, and Forestry. Work with the Office of Sponsored Programs to set up accounts and distribute, monitor balances, transfer funds when necessary between accounts, assist with close out of awards.
Assist the Dean/Director, Associate Dean/Director and Chief Business Officer in the preparation and submission of federal, programmatic, and financial reports as directed; including, but not limited to: Stakeholder input reports, Plans of Work, and Annual Reports. Assist individual faculty members with grant and programmatic federal reporting.
Work with CELS HR to provide salary distribution updates for faculty and staff on land grant funding.
Manage compliance monitoring, federal cost share requirements, equipment purchasing, multistate conference travel, and university farm spending.
Supervise administrative staff and students as required.
OTHER DUTIES AND RESPONSIBILITIES:
Perform other duties as assigned.
LICENSES, TOOLS, AND EQUIPMENT:
Personal computers, printers, word processing and spreadsheet software and database applications. Microsoft Office Suite. PeopleSoft.
Required Qualifications
REQUIRED:
1. Bachelor’s degree with major course work in finance, accounting, public or business administration, or other related field.
2. Minimum of three years’ experience in a complex administrative support position.
3. Demonstrated experience with budget development and management.
4. Demonstrated ability to manage multiple projects and meet deadlines.
5. Demonstrated ability to adhere to internal and external policies and procedures.
6. Demonstrated ability to research, formulate, and present arguments on a variety of administrative and institutional issues.
7. Demonstrated organizational, analytical, and problem solving skills (e.g., college practices/procedures/policies to noncompliance with federal and state policy).
8. Demonstrated understanding of generally accepted accounting practices.
9. Demonstrated experience working collaboratively with administrators, faculty, and staff.
10. Demonstrated strong verbal and interpersonal communication skills.
11. Demonstrated proficiency in written communication skills.
12. Demonstrated ability to work with diverse groups/populations.
13. Demonstrated supervisory experience.
14. Demonstrated experience with Microsoft Office Suite and database applications.
Preferred Qualifications
PREFERRED:
1. Demonstrated knowledge of federal granting agencies policies, regulations and reporting requirements.
2. Demonstrated experience in a complex administrative support position in a higher education environment.
3. Demonstrated experience working with budget development and management in a higher education environment.
4. Demonstrated familiarity with federal funding agencies, such as: USDA.
5. Demonstrated PeopleSoft experience.
